Will I still have access to Alation after cancellation?

No. On the effective termination date, Alation disables all access immediately. All licenses terminate automatically and you will have no further rights to the platform or its data.

Can I get a refund on prepaid fees after cancelling?

Generally no. The Alation MSA states that all fees are non-refundable and non-recoupable. Limited exceptions exist: if Alation cannot resolve an IP infringement claim, a pro-rata refund of unused prepaid fees may be issued; SLA service credits may also be refunded if you do not renew.
